Fine-tuning vs RAG — when to choose what?

I keep seeing debates about fine-tuning vs RAG for domain-specific knowledge. In my experience, RAG wins for factual recall but fine-tuning is better for style/tone. What's your decision framework?

Fine-tune when: (1) you need consistent output format/style, (2) the knowledge is stable and won't change often, (3) you need lower latency. Use RAG when: (1) knowledge changes frequently, (2) you need source attribution, (3) you want to avoid hallucination on facts. Often the best approach is RAG + light fine-tuning for format.

Adding to this — we use a hybrid approach. Fine-tuned model for our domain vocabulary and response style, with RAG for factual grounding. Best of both worlds.
